Fireworks – Ground and Aerial Displays

An Excelsior Fire District Application/Permit for displays of fireworks/pyrotechnic special effect must be completed and returned to the Excelsior Fire District 15 days prior to date of display.

The Excelsior Fire District Application/Permit for displays of fireworks shall be submitted by a pyrotechnic operator certified by the State Fire Marshal.

An inspection is required for all fireworks/pyrotechnic special effect displays.

An Excelsior Fire District stand by crew is required for all fireworks/pyrotechnic special effect displays.  There is a fee for stand by crews.

Planning note: MSFC 3104.8 Fireworks. Fireworks shall not be within 100 feet (30 480 mm) of tents or membrane structures.

To Do List

  • Set up a firework set up Inspection time with the Excelsior Fire District Fire Marshal, 952-960-1692
  • Provide the Excelsior Fire District the license and cell number of the  Pyrotechnic Operator and Assistants that are setting up the display and conducting the display.
  • Provide the Excelsior Fire District with the cell number of land owner and/ or barge owner that the display is being set up on/conducted.
  • Prove the information required on the Minnesota State Fire Marshal Outdoor Fireworks Display Checklist
  • Provide a Diagram of location and site of discharge
  • Fill out the Excelsior Fire District Application/Permit for Display of Fireworks/Pyrotechnic Special Effects and submit at least 15 days prior to the dis[paly.
  • Provide a Certificate of Liability Insurance
  • Contact the Hennepin County Sheriff’s Office Water Patrol Unit and obtain the Special Event Permit Application.

Note: This To Do List includes the basic information on the process to have an outdoor fireworks display in the Excelsior Fire District , but is not limited to other requirements from the Excelsior Fire District and other entities involved and/or have jurisdiction.
