The Battalion Chief of Emergency Management and Technology will be responsible for the planning, development, implementation, maintenance, and evaluation of the emergency management program for the Excelsior Fire District, in a fashion that commands the respect and confidence of district personnel, neighboring departments, and the citizens we serve. Providing leadership to all officers and firefighters, ensuring general supervision in suppression and emergency response. During the absence of the Chief or Assistant Chief for any extended period of time, the Battalion Chief will assume the duties and responsibilities of the Assistant Fire Chief.

FUNCTIONAL INFORMAITON
Essential Functions:
- Serves as the emergency management coordinator for the Excelsior Fire District under the direction of the Fire Chief.
- Serves as the technology coordinator for the district including managing subscriptions (Adobe, Microsoft 365, emergency reporting software, website, etc.), ongoing updates, purchasing new computers and hardware, setting up new employee profiles (email, logins, etc.), and other projects as directed by the Fire Chief.
- Works with Hennepin County radio to maintain radios, programming, fleet maps, pagers, and CAD interfaces.
- Maintains individual firefighting skills, including physical conditioning.
- Stays abreast of developments in the firefighting field and changes in related laws and ordinances.
- Functions as the Duty Officer while on shift.
- Works on a rotating schedule with two other battalion chiefs.
- Serves as the battalion chief for Station 1 – managing the Station 1 captains and acting as the primary contact for Station 1 matters.
- Responds to all alarms of fire and such other emergencies when possible. Assumes command of emergency responses, establishing an Incident Command System.
- Maintains a due regard for safety and welfare of the district personnel and the public at all times.
- Assists in the budget process, specifically for radios and technology, but may also include the operational budget and the capital improvement plan.
- Assists with the purchasing equipment and materials for their area. Reviews requisitions, research suppliers and alternate items as appropriate and makes or recommends purchases in line with budget limitation.
- Establishes and reviews the annual goals and objectives for the overall district with a specific emphasis on overall district, specific station, and specialized operations training for the fire district.
- Provides information and assistance for an annual report to include specific information related to emergency management and the technology of the fire district.
- Positively represents the Fire District at civic and public venues, attends EXFD Board meetings and city council meetings as needed, and represents the District on commissions or committees as assigned.
- Conducts performance evaluations, ensures effective communications, reviews problems and reports maintenance or personnel problems to the Assistant Fire Chief.
- Assigns duties to employees under his or her command, suspends or otherwise disciplines employees as necessary. Makes recommendations relating to the hiring, transfer, suspension, promotion, discharge, assignments, rewards, or discipline of subordinate personnel.
- Assists in the recruiting, hiring, and evaluation of firefighter candidates for the fire district.
- Reviews and makes recommendations of any problems with response to emergency calls.
- Attends extra training and/or meetings that are required for this position, including State, County, and Mutual Aid meetings.
- Prepares written reports and maintains accurate records.
- Strives to improve morale within the district and improve working relations with other agencies.
- Carries out duties in conformance with Federal, State and City laws and ordinances.
- Performs such other related work as the Fire Chief or Assistant Fire Chief may direct.

Qualifications:
- Minimum requirements are:
- Associate degree in fire science, public administration/public safety, or closely related field. Equivalent combination of education and experience may be substituted for degree requirements.
- Certified Emergency Manager.
- Firefighter 1 and 2 certifications.
- Emergency Medical Technician (EMT) or Emergency Medical Responder (EMR) certification.
- Five (5) years of progressive fire service experience
- Two (2) years of supervisory or command experience in firefighting setting
- Fire Apparatus Operator certification (or within 1 year of employment).
- Fire Officer 1 & 2 certification.
- Familiarity with M365 tenant, Exchange Online, OneDrive
- Familiarity with fire service technology systems
- Fire & EMS Records Management System (RMS)
- Computer-aided Dispatch (CAD)
- Understanding of cybersecurity principles, data privacy, and compliance with an emphasis on public safety systems.
- Experience implementing and managing IT projects, including software upgrades and network security.
- Comfort working with 3rd party IT partners to bridge communication gaps.
- Preferred Qualifications:
- National Fire Academy courses: examples, Training Program Management, Tactics, Incident Command for Structural Collapse, Leadership, Managing in a changing environment.
- IAEM Certified Emergency Manager.
- Scheduling security and IT releases for the organization across devices, mobile, computer, and server.
- Knowledge of NIST Cybersecurity Framework or similar standards.
- Certified Information Systems Security Professional (CISSP) – For cybersecurity leadership.
- Certified Information Security Manager (CISM) – For governance and risk management.
- CompTIA Security+ – Foundational cybersecurity knowledge.
- Knowledge and experience in budgeting, personnel management, and proven leadership skills.
- Experience with disaster recovery and continuity planning.
- Ability to make sound decisions and work independently with little supervision.
- Ability to plan, schedule and manage multiple projects and meet deadlines.
- Thorough knowledge of the principles, practices, procedures and equipment used in modern firefighting and in the protection of life and property from fire.
- Considerable knowledge of effective methods of planning, training, assigning and directing personnel and equipment for the most efficient use for small as well as large or complex and dangerous fires.
- Considerable knowledge of the rules and regulations of the fire district, geography of the cities, the location of streets, principal buildings and fire hydrants.

Tools and Equipment Used
- Emergency medical equipment including automatic external defibrillator (AED), hydraulics, electric and air-operated rescue tools, fire apparatus, fire pumps, hoses and other standard firefighting equipment, ladders, radio, pager, computers, phones and fax.

Work Environment

- The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
- The noise level in the work environment is usually quiet in office settings and loud at an emergency scene.
